AAPSU rebukes China on territory claim, Dalai Lama, seeks visa settlement
ITANAGAR, Mar 25: The All Arunachal Pradesh Students' Union (AAPSU) has come out strongly against the repeated Chinese claim over Arunachal and against the Chinese stand on the visit of His Holiness Dalai Lama to the state. While decrying it in strongest term, the Union called the Chinese objection as nonsensical and an act of trying to infringe upon the internal matter of a sovereign country by the Chinese government.
The Chinese claim that Arunachal is part of south Tibet does not hold any ground with people of the state who owns every inch of the land and unconditionally love its motherland India in truest sense, it said.
It further said that it negates the very idea of Chinese opposition to the visit of any individual, more so a religious leader like His Holiness Dalai Lama who has a vast following in the state. His visit should not be a problem for any other government, provided all the laid down formalities and guidelines of Indian government is followed by the visiting individual, it said.
The AAPSU further urged the union government to settle the stapled visa issue with China. The issue which has been one of the long felt demands of the union but subsequent promise of different regimes at the center has not bore any fruit till date with China continuing to issue stapled visa to Arunachalee citizens intending to visit China.
It's high time a permanent solution on the contentious issue is reached or else the Arunachalees should be allowed to travel to China with whatever visa given without discrimination, the Union said.
No decision on Greater Nagaland: Govt
NEW DELHI, Mar 25: The Centre today strongly refuted as "erroneous" the reports that it has agreed to carve out a larger Nagaland state, saying no such decision has been taken.
A Home Ministry spokesperson said some reports have appeared recently to the effect that the Government of India has agreed to carve out a larger Nagaland state by taking away territories of states contiguous to Nagaland.
"Such reports are erroneous. It is clarified that there is no such agreement or decision by the Government of India," the spokesperson said.

The Framework Agreement was signed on August 3, 2015 by Muivah and the government's interlocutor R N Ravi in presence of Prime Minister Narendra Modi and Home Minister Rajnath Singh.
The agreement came after over 80 rounds of negotiations spanning 18 years with the first breakthrough in 1997 when the ceasefire agreement was sealed.

Gungtey knocks on HC door
BENGALURU, Mar 25: The High Court on Friday issued notice to the Home Department and its officials on petition filed by Higio Gungtey, a student from Arunachal Pradesh, who was allegedly beaten up and made to lick shoes by his landlord in Hulimavu on March 6.

Hearing the petition, Justice A S Bopanna issued notice to the Home Department, DG and IGP, Commissioner of Police, Hulimavu Police and landlord Hemanth Kumar in this regard.
According to the petition, on March 6, 2017, Kumar verbally abused Gungtey over telephone on excessive usage of water. Later, Kumar came to his house, abused and kicked him repeatedly on the stomach and face. He was also made to lick Kumar's shoes.
This apart, Kumar allegedly threatened that he would rape Gungtey's sister and mother. Therefore, Gungtey lodged a complaint with the Hulimavu police against the landlord.
Hundreds screened for Hepatitis B
DOMIKUH, Mar 25: In all, 815 patients were screened for Hepatitis B during a SJVN Foundation Doimukh Hydro Electric Project sponsored free specialized medical camp organized by Rogi Kalyan Samity Chiputa PHC in collaboration with Indian Medical Association (IMA) Arunachal Branch at Mani, here on Friday.

TMPK questions low quality erosion control work

ITANAGAR, Mar 25: Alleging below par quality erosion control works by contractors at downstream of the 2000MW Subansiri Lower Project, Gerukamukh, Assam based student organization Takam Mising Porin Kebang (TMPK) on Saturday threatened the NHPC authority to take its own course of action, if corrective measures are not taken immediately.
A team of the students' organization on Friday revisited the ongoing project works of around Rs 400 crore at downstream and claimed to have found the contractors using very low quality construction materials in the project, which are not recommended by NHPC.
"There are stocks of same low quality cements and duplicate Porcupine fencing wires that were seen during our last visit in the contractors' camps," said TMPK General Secretary Padmalochan Doley.

According to the students' organization, the contractor has not made seven month's labour payment amounting to Rs.4 lakh till date.
The TMPK also alleged that the NHPC authority has not initiated any serious action against the contractors for their poor quality works.

Natung inspects Soochna Bhavan, assures to take up for early completion

ITANAGAR, Mar 25: After a visit to the abandoned under construction Soochna Bhavan building at Papu Nallah, Parliamentary Secretary IPR Mama Natung has assured to take up the matter with Chief Minister Pema Khandu and DCM Chowna Mein for early completion.
The Bhavan will house the Directorate Information and Public Relation, govt of Arunachal Pradesh
His assurance came after he inspected the partly abandoned building along with Secretary IPR Mithali Namchoom in presence of Director IPR Obang Tayeng and Director Printing Tajuk Charu on Saturday.
After taking stock of the current status of Soochna Bhavan building, Natung expressed dismay that the state is yet to have a proper building for very key department like IPR.
Terming IPR as one of the most important departments, Natung asserted that he would personally apprise the Chief Minister and Finance Minister to allocate funds for early completion of Soochna Bhavan.
It is said that Directorate IPR has been served periodical notices from the health department asking it to vacate the building since it falls under the State Medical College. Natung informed that Minister IPR Bamang Felix had already announced fund for maintenance of roof leakages at Directorate Printing Office which according to the department is a grave threat to costly printing machines in the office. Natung and Namchoom also inspected the leakages at Directorate office.

MoU to promote tourism
ITANAGAR, Mar 25: A one day Arunachal Tourism Conclave was held in New Delhi on March 24, attended by host of stake holders of tourism and hospitality sector.
During the event, Department of Tourism signed a memorandum of understanding with Make My Trip, National Film Development Corporation of India, Travel Agents Association of India, Fly Wings & Oxygen for promotion of tourism.

Manjushree School to receive state government's support: Pema
TAWANG, Mar 25: Chief Minister Pema Khandu visited the Manjushree Foundation, a school for orphan and disabled children located just outside the town of Tawang where he announced that Manjushree School shall receive special attention from state government.
He said that institute have not received much help from the centre and the state so far.
"Govt. of India has many schemes to support schools for orphans and disabled. I will personally talk to the deputy commissioner and the head of education department for a suitable scheme to support Manjushree School," he said.
Chief Minister mentioned that the school has a special place in his heart as it is closely attached with his family since it was first started in 1998 by Buddhist monk Lama Thupten Phuntsok.
The school runs with support from Rs 1.5 crore corpus fund donated by former Chief Minister late Dorjee Khandu. Later, RWD Parliamentary Secretary, Jambey Tashi donated another Rs 50 lakhs.

APSLSA conducts Para Legal Volunteers training
ITANAGAR, Mar 25: The Arunachal Pradesh State Legal Services Authority (APSLSA) formally started the two days Para Legal Volunteers training for the members of the Arunachal Pradesh Women Welfare Society at the Don Bosco Youth Centre, Itanagar. 60 APWWS members from various parts of the state have for the training.
In the first day, it witnessed a number of presentations on various topics from resource persons. APSLSA Member Secretary Budi Habung dwelt on roles and responsibilities of State Authority in proving free Legal Services, Lok Adalat, Legal Aid clinic and the role and responsibilities of Para Legal Volunteer. Women's Right Activist Jarjum Ete dwelt on Women Leadership in Social Mobilisation and Development while Director Women and Child Development T.P.Loyi highlighted on the various schemes pertaining to women provided by the Central and State Govt.
District& Sessions Judge, Yupia Jaweplu Chai spoke on Women Rights pertaining to Protection of Women from Domestic Violence, PNDT, Sexual Harassment at workplace. In the afternoon session, Advocate Jumgam Jini spoke on Child Rights in respect of child marriages, labour, juvenile and POCSO Act while APSLSA OSC Dani Belo spoke on Right to Information Act and A.P Victim Compensation Scheme 2011.
During the programme, short documentaries film "Ek Muthi Asman" produced by NALSA was screened for the participants which was followed by practical works sessions conducted by advocates Rosy Taba and Nani Modi along with the help of the legal Aid Counsels Jaya Doji, Deepa Yoka, Kagam Bagra, Oyam Binggap, BulloYari and Raknu Koniya.

These pedigreed persons dress well, talk quietly, politely and avoid shouting matches. They tend to avoid highly congested areas and ghettoes unless unavoidable.

In life, it is often seen that the miniscule ‘Bad Persons’ dominate, manipulate and exploit the majority ‘Good Persons’.
In a crowded movie hall, a bunch of few rowdies will make life miserable for remaining hundreds of movie watchers. The majority will keep quiet for fear of violence and accept spoiling the movie show. Similar is the case with small time extortionists who extort money in small groups. The majority will quietly give money for fear of violence and to avoid trouble.

Recent media coverage in many cities shows how the majority public remain mute bystanders as women were being molested by few goons. Similar footages of public apathy are frequently seen wherein serious accident/medical victims are ignored by majority of vehicles and pedestrians.
Something similar occurs in governments, politics and societies. Small groups of persons create policies, rules and regulations to abet pilferage of public money, assets and property. They create ‘Exclusive Ghettoes’ of elite persons to jointly plunder public money, assets and property. The majority public consisting of senior citizens, farmers, villagers, Govt employees, businessmen, traders etc keep quiet and suffer silently.
It is a known fact that many well educated and elite persons do not vote. The voting class are majorly the middle and lower class. As a result, many governments are elected by middle and lower classes votes. The well educated elite must take responsibility for getting the kind of governments we are getting!!
Good persons do not fight...good persons do not argue...good persons do not shout...good persons do not protest...good persons do not intervene...good persons do not vote...!!! Generally good persons are apathetic and indifferent. They do their own duties well and leave problems of society to the others!!
Is it fair to conclude that the 10 % ‘Bad’ dictate, manipulate and exploit the 90 % ‘Good’?
Is it acceptable for good persons to remain ‘Good’ and do nothing? Basically majority of the people are ‘Good at Heart’...it is just that the ‘Goodness’ has to bloom from the binding force of ‘Badness’! History shows that when the majority ‘Good People’ awaken, revolutions occur. Are we waiting for a revolution?

CHF NSS unit organizes blood donation camp
Pasighat, Mar 25: The National Service Scheme (NSS) Unit of College of Horticulture and Forestry, CAU, Pasighat organized a blood donation camp in collaboration with the general hospital Pasighat at Health Centre of college on Saturday.
Total of 40 unit blood was collected from the camp. 80 students and faculty & staff registered their name for blood donation but most of the girl students were found anemic.
Dean, CHF, Pasighat Dr. A. K. Pandey highlighted the importance of blood donation to a needy person. He also appreciated the efforts taken by the NSS Unit to conduct such social services regularly.
NSS Programme Officer of CHF Krishna S.Tomar said that there is no substitute of human blood in the world. We should always ready to serve the society by such type of activities, he said while informing that NSS unit has organized many blood donation camps in previous years to inculcate service value among the students.

ITANAGAR, Mar 25: Two young shuttlers of Arunachal Pradesh, namely Pinky Karki (19) and Yania Taring (19) have qualified for the Yonex Sunrise India Open 2017 to be played at the Siri Fort Indoor Stadium in New Delhi from March 28 to April 2.
Competing in the Women's doubles category, the pair of Pinky and Yania will be facing the Indonesian pair of Cynthiana Shara Ayunidha and Debora Rumate Vehrenica in the first round on March 28.
Apart from top Indian players like World No 5 (female) P V Sindhu, former World No 1 (female) Saina Nehwal from India, the Yonex Sunrise India Open would also see participation of World No 1 (Male) Lee Chong Wei from Malaysia and World No 1 (female) Carolina Marin from Spain in the highly competitive event.
Tania Yasap of Arunachal would also be participating in the tourney as Technical Official.
The team led by coach cum manager Dilip Gurung left here for Delhi on Friday.
Meanwhile, Arunachal State Badminton Association (ASBA) president Techi Rotu, joint secretary Penya Bagra and Sports Authority of Arunachal chairman Bamang Tago while congratulating the players for being qualified have also wished them success for the tournament.

AR apprehends NSCN (K) cadre
CHANGLANG, Mar 25: The 14 Assam Rifles Changlang Battalion apprehended SS CPL Nokhang (32) of NSCN (K) from Malugaon Tinsukia, Assam.
Acting on a tip off, the security forces nabbed Nokhang, a resident of Malugaon and recovered from his possession one 9 MM pistol, a magazine and two rounds.
Reportedly, SS CPL Nokhang has been associated with the banned outfit since 2001 and has been involved in unlawful activities since then. The cadre has been handed over to Ledo Police Station. (DIPRO)

APSCW chairperson advocates uniform civil code
ITANAGAR, Mar 25: Arunachal Pradesh State Commission for Women (APSCW) chairperson, Mitali Tingkhatra advocated for introduction of a uniform civil code which is an obligation of the state under Article 44 of the Constitution of India.
She was addressing a day-
Mitali, while dwelling on issues of domestic violence and polygamy prevalent in Arunachal, stressed on the need to ensure gender equality in societal traditions and customary institutions. She further emphasized on the need for making marriage registration compulsory.
Speaking as resource person, Head & Assistant Professor department of Law, L Malem Mangal said that uniform civil code can only be appreciated if norms of a majority community are not imposed on the minorities. He called for ensuring dignity of the individual whether in state legal institutions or customary practices.
Altogether 70 students from various departments of the university participated in the discussion.

An exhibition by Mrinal Jyoti Rehabilitation Centre from Duliajan, Assam on various equipments that could facilitate persons with disabilities in their day to day life like hearing aids, hand driven cycles etc was also held on the occasion.

AR donate sports items
ITANAGAR, Mar 25: 17 Jairampur Battalion of Assam Rifles distributed sports items to various schools at an event. Kendriya Vidyalaya, Miao, Newman and Neotan schools were provided with sporting items which included nets, volleyballs and footballs. The football team of Kendriya Vidyalaya , Miao which is preparing for a state level competition were elated to receive the items. Float tender against Seppa Chayangtajo road
ITANAGAR, Mar 25: In a representation to the Minister for Public Works Department, the Seppa Chayangtajo Road Beneficiaries Forum, sought immediate floating of tender against the execution work of revised sanctioned for construction of Seppa Chayangtajo road amounting to Rs. 172.52 crore, as per the NEC guidelines for its proper execution.

Free medical camps conducted
ITANAGAR, Mar 25: Free medical camps were organized by the Papum Pare district unit of Arunachal Vikas Parishad (AVP) at Chessa, Kokila and Dubia village of Papum Pare district on Mar 22, 23 and 24 last respectively.
During the camps, over 200 patients were treated and given medicines free of cost by the AVP medical team led by Dr. Sonali Abhyankar of Pune, Maharashtra.
Digi Dhan Mela organised in Longding
ITANAGAR, Mar 25: A Digi Dhan Mela was organised in Longding by the district administration in collaboration with SBI Longding. More than 500 people attended the event, in which around 250 Aadhar numbers were linked with their bank accounts, informed DC Longding in a release.
Nearly hundred people downloaded PayTM, SBI Pay and Airtel Money App on their phones.
Lucky Gharak Scheme was also launched wherein people doing transaction through PoS machines were given prizes through lucky draws, DC added. Three lucky draw winners were given cash prizes to motivate the public to move towards cashless transactions. DC Longding Himanshu Gupta informed that camp will be held in cluster of villages to converge and collect important data like job cards, bank account numbers, pension card number and Aadhar.
Skill development training on tailoring and carpentry concludes
ROING, Mar 25: The 15 days Skill development training programme on Tailoring and Carpentry under BADP concluded at Anchal Samity Hall here on Saturday.
Speaking on the occasion, Lower Dibang Valley DC Deepak Shinde urged the trainees to put their time and energy to upgrade their skills and knowledge with the equipments and material provided to them under the scheme. He also advocated for judicious use of BADP funds and insisted on local need based distribution of various trades under BADP funds for maximum benefits to the dedicated and capable beneficiaries.
Saying that BADP schemes are marching towards right track, he urged for more awareness and initiatives in this sector for over all development of the border areas.
Responding to the issues raised by PRI members on Aadhar Card, he informed that the process will start in the district soon. Further informing that due to address issues, 600 numbers of Aadhar cards are lying unattended at the statistical office, he sought cooperation from the PRI members for Identification and circulation in their respective jurisdiction.

Deputy Manager (PS & PR ) of NHPC, Suneesh gave a brief introduction of the programme, while AMYAA secretary R K Paul highlighted the gradual impact of drug abuse in North East in general and Arunachal Pradesh in particular.
NHPC officers and officials including K L Solanki GM, Ramesh Kumar, Chief Engineer (Civil), Rajiv Deori, Manager (Civil)/CSR, S.K.Dhiman, Manager (Civil), Vachaspati Pandey, Manager (Geology) attended the programme.

Training on Temperate Fruits Crop ends
ITANAGAR, Mar 25: A week long model training program on Post Harvest Management of
Temperate Fruits Crop and their Value Addition which started on March 18 at ICAR-
During the technical sessions, the participants were taught the concept of Good Agricultural Practices (GAPs) with reference to Apple, the concept of Minimal processing in Temperate fruits crops, Advanced packaging technologies and other relevant important topics. The training also included visit to Post Harvest Division of Sher e Kashmir University of Agricultural Science and Technology (SKUAST), where trainees were taught about various post harvest technologies available and important PHT equipments like Vacuum Packaging Machines and CA storage facilities.
Delegates were a conglomerate of Horticulture Officers, Field Assistants and Scientists from the states of Uttarakhand, Himachal Pradesh, Jammu & Kashmir and Arunachal Pradesh. The state was represented by two Horticulture Field Assistants and headed by Scientist Siyang Borang of State Horticulture Research and Development Institute under Department of Horticulture.

Practical exposure was given on various aspects of planatation and medication and special attention was given on utilization of banana pseudo stem for reparation of fibre based products like bag shirt, wall hangings.
The farmers were taken to a field visit of tissue culture banana plot established in the KVK farm and they were asked to collaborate with KVK to patent their varieties and rights.
Senior Scientist & Head, KVK Dr T.J Ramesha, Principal Scientist Dr.Padmanaban, Senior Scientist Dr.P.Suresh, and Scientist Dr.Thirugnana spoke on the occasion while Organic Farmer Bullo Tama and Jatan Pulu also participated in the event.
